Wynne Liberals swept $100 million gaming of the electricity system under the rug

Liberal government appointee was executive at company that “gamed” ratepayer


QUEEN’S PARK – The Wynne Liberals are being accused of covering up a $100 million gaming of the system from a Brampton gas plant company.

“The people of Ontario deserve more than political cover-ups. They deserve answers,” said Ontario PC Energy Critic Todd Smith. “The Wynne Liberals need to come clean today: what did they know, when did they know it, and why didn’t they do anything about it?”

In 2009, the Liberal Government changed the rules surrounding the generation of gas-fired power, to ensure demand was met at peak times. In 2009, the Liberal Government was also made aware by the Ontario Energy Board (OEB) that the rules they had set up to supply this demand were readily exploitable.

“The government was warned this would be a problem. They sat on their hands and did nothing,” said Smith.

For the next 6 years, the OEB investigated a number of power producers for abusing the Generation Cost Guarantee program, and it wasn’t until this week the government acknowledged this massive loophole has cost hydro ratepayers a total of $200 million.

Throughout the entire process, the government turned a blind eye to these companies gaming the system, and even appointed an executive of the worst abuser to a government panel tasked with cleaning up the mess in the electricity system. Rob Coulbeck, a VP at the Brampton gas plant Goreway, served on the Independent Electricity System Operator’s (IESO) market renewal working group until his resignation on December 1, 2017. His resignation came around the time the Liberal Government would have received the Auditor General’s report, which is expected to contain a section about Goreway and other electricity generating plants.

The Ontario Energy Board’s preliminary report detailing the $100 million gaming of the system was first delivered to the government in September, 2017, and was first posted online in November, 2017. There was no press release issued by the Wynne Liberal government or the Ontario Energy Board. In the past month, the government has issued press releases for a winter festival, the re-opening of the Cinesphere, and Halloween, but nothing about a company gaming Ontario ratepayers out of $100 million.

“During those three months, the government did nothing to strengthen the rules or to remove Mr. Coulbeck from the working group. It was only once they realized this was going to be massive political problem that they took any action,” added Smith. “This Wynne Liberal government isn’t interested in protecting ratepayers. This is a government that only looks out for their insider friends.”
